CGHS Opens Beyond Its Cities: A New Opportunity for Hospitals Across India
The Central Government Health Scheme (CGHS) has taken one of its biggest steps in years. In an Office Memorandum dated September 17, 2026, the Ministry of Health and Family Welfare removed the existing geographical restrictions on CGHS eligibility, with the provisions taking effect immediately.
For hospitals, clinics and diagnostic centres, especially in smaller cities and towns, this change opens a door that was closed until now.
What Has Changed?
Until now, where an employee lived decided whether they could use CGHS. The Ministry had earlier specified that CGHS coverage for serving beneficiaries was generally within a five-kilometre radius of a CGHS Wellness Centre. CGHS operates in about 80 cities, while India has more than 700 districts.
Employees outside CGHS-covered areas generally received medical benefits under the Central Services (Medical Attendance) Rules, 1944, known as CS(MA). That meant paying bills first and claiming reimbursement later.
Under the new rule:
- Serving central government employees living or posted outside CGHS areas can now make a one-time choice to become CGHS beneficiaries.
- Once made, the choice is final and binding, and it depends on meeting other eligibility conditions and paying the prescribed CGHS subscription.
- The option covers all dependants together, with no split between CGHS and CS(MA).
- Employees who don’t opt in will continue under the existing CS(MA) framework.
